I beg to ask the First Lord of the Treasury by whom have the dispatches from the Foreign Office been signed in the absence of the Secretary of State for Foreign Affairs?

THE FIRST LORD OF THE TREASURY

The dispatches have been signed on behalf of the Marquess of Salisbury in most cases by the Under Secretaries and Assistant Under Secretaries of State. In certain cases I have signed myself. But in cases where important questions of policy were concerned, the documents have been signed by Lord Salisbury.
