I beg to ask the Under Secretary of State for Foreign Affairs if he will state on what ground the Foreign Office assumes there would be no advantage in making representations to the Governments of Russia and Austria to give effect to the recommendations in the Fourteenth Annual Report of the Fishery Board for Scotland in regard to a reduction in the duty on herrings imported front Scotland into those countries?

MR. CURZON

The ground of the assumption to which the hon. Member refers is that under the circumstances there appears to be no reasonable chance of inducing the Russian Government to acquiesce in a reduction of the duty.

MR. WEIR

May I ask the right hon. Gentleman whether he has made any efforts to obtain a reduction?

MR. CURZON

There is no use in making efforts that are foredoomed to failure.
