§ THE FIRST LORD OF THE TREASURYThe President of the Council informs me that he hopes to introduce a Bill into the House of Lords shortly. There is some reason to expect that the difficulties which prevented it from passing last year will be removed and certain negotiations are going on with that object. I am unable as yet to speak with any certainly on the subject.
