JAMES DALY (Monaghan, S.)I beg to ask the Lord Advocate whether he can state on what grounds the Scotch Office declined to nominate a representative to act on the Committee of Inquiry suggested by the Local Government Board for Ireland regarding the deportation of paupers from Scotland to Ireland?
§ *THE LORD ADVOCATEThere was not any question as to facts. The point is a legal one only, but involving in certain aspects the general question of Poor Law settlement; and the Secretary for Scotland did not think that a Departmental Committee formed as proposed could fairly be invited to pronounce on questions which might affect the whole working of the Poor Law in Scotland.
