I beg to ask the Lord Advocate whether he can state on what grounds the Scotch Office declined to nominate a representative to act on the Committee of Inquiry suggested by the Local Government Board for Ireland regarding the deportation of paupers from Scotland to Ireland?

There was not any question as to facts. The point is a legal one only, but involving in certain aspects the general question of Poor Law settlement; and the Secretary for Scotland did not think that a Departmental Committee formed as proposed could fairly be invited to pronounce on questions which might affect the whole working of the Poor Law in Scotland.
