I beg to ask the Secretary of State for India, with reference to the Dispatch of the Government of India, dated 20th September 1893, on the leave and pension rules of the Civil (Uncovenanted) Service, published in a Return to an Address of this House, dated 11th August 1896, full consideration will be given to the dissenting Minute of Sir Alexander Miller, Legal Member of the Viceroy's Council: and whether a copy of that dissenting Minute, which is referred to at page 32 of the said Return, can be laid upon the Table of the House.

No separate dissent was recorded by Sir Alexander Miller. His views were expressed in the third paragraph of the letter from the Government of India referred to by the hon. Member, and were fully considered at the time by the Secretary of State in Council.
