I beg to ask the Secretary of State for the Home Department whether he intends to override the representations of the Hampshire County Council as to Schultz' Powder Manufactory, which was arrived at after a full inquiry, without giving the Council an opportunity of considering the statements he has made in reply?

A right of appeal to the Secretary of State from the decision of the local authority is given by statute; and, the applicants for the licence having exercised this right in the present case, I have come to the conclusion after consideration that the licence ought to be granted with certain modifications to meet the objections raised. I have communicated these modifications to the Council, before finally deciding the matter, for any observations they may wish to offer.
