I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland (1) has it come to his knowledge that an ex-sergeant of the Royal Irish Constabulary, drawing a pension of over £70 a year, carried an Orange flag through the streets of Monaghan on the 12th of July instant, waving it in the faces of Catholics; and, (2) will any action be taken to prevent a repetition of such conduct on the part of this Constabulary pensioner?

It is true that an ex-sergeant of the Constabulary, in receipt of a pension of £48 a year, carried an Orange flag at Monaghan on the date mentioned. The flag was carried in the ordinary manner, but I have no information leading me to believe that it was deliberately waved in the faces of Catholics. No action is called for in the direction suggested in the second paragraph.
