On the Order of the Day for the Second Reading of this Bill,

THE FIRST COMMISSIONER OF WORKS (Mr. AKERS-DOUGLAS,) Kent, St. Augustine's

, who had a notice upon the Paper of his intention to move that the Bill be read a Second time that day six months, said that he desired to enter his protest against the further postponement of the Motion for the Second Reading of the Bill until Friday. It was known that the Government, who had a scheme of their own, were opposed to the Bill, and great inconvenience was caused by the Bill being put down on the Paper for Second Reading on that day and then the Motion being postponed without notice.
