§ MR. LABOUCHERE (Northampton)Yesterday, at the request of the Colonial Secretary, I put off till Thursday a Question to him with regard to the policy of Her Majesty's Government in South Africa. I was not then aware that it had been definitely settled that we were to have a Debate on the matter on Friday. I wish to say, therefore, that I do not propose to ask the Question under the circumstances, but to await developments on Friday.
