RANKIN (Herefordshire, Leominster)I beg to ask the Vice President of the Committee of Council on Education, whether, under the Technical Instruction Act, 1889, scholarships awarded by the Technical Instruction Committee of any Council Council are tenable at schools carried on for private profit; and, if not, whether, in view of 437 the inconvenience caused by such regulation, he will consider the desirability of altering the Law in this respect?
§ THE VICE PRESIDENT OF THE COUNCIL (Sir JOHN GORST, Cambridge University)The Committee of Council have no power to put any authoritative construction upon an Act of Parliament, and it appears that the Question whether county scholarships are tenable at private schools would be decided, if raised, by the Local Government Board. Under the Education Bill the county scholarships would be tenable at private schools.
