I beg to ask the Under Secretary of State for War, whether, having regard to the expressed intention of the Government to place the new rifle in the hands of the Volunteers at an early date, Officers commanding corps have power to borrow money to construct or reconstruct ranges and butts, in addition to and apart from any existing power to borrow money for the purchase of the land itself?
