Member for North St. Pancras (Mr. EDWARD MOON), I beg to ask the Under Secretary of State for Foriegn Affairs, whether the Foreign Office has any information that lines of railway are being built from Nertchinsk to Vladivostok and Port Arthur, via Tsitsikar, at the cost of the recently founded Russo-Chinese Bank, the engineers being French, and that this bank made the identity of the gauge of these lines with that of the Russian railways, which differs from that of other European Countries, the first condition of its advances?
