TANNERI beg to ask the Under Secretary for War a question of which I have not been able to give him private notice—whether he will be able to furnish the identification of the British officers who are reported from Madrid in to-day's intelligence as having volunteered their service to the forces of Spain in the event of war being declared by that country against the United States?
