§ MR. GERALD BALFOURAll the expenses of the Lighthouse Boards are defrayed out of the Mercantile Marine Fund. This includes the wages and pensions of lighthouse-keepers. The Board of Trade exercise the financial 1160 control over the Mercantile Marine Fund, conferred on them by the Merchant Shipping Act, 1854, and confirmed by the Act of 1894.
