ENGLEDOWI beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he will consider the desirability of enforcing a qualifying attendance of a certain number of times in each half-year on ex-officio members of boards of guardians in order to qualify them to vote on any question coming before the board for its decision?

GERALD BALFOURThe carrying out of the suggestion in this 139 Question could only be effected by Act of Parliament, and, if legislation were considered desirable in reference to this matter, its scope could hardly be confined to the ex-officio guardians. Many of the elected guardians attend as seldom as some of the ex-officio guardians.
