§ *THE FIRST COMMISSIONER OF WORKS (Mr. A. AKERS-DOUGLAS,) Kent, St. Augustine'ssaid he was requested by the Home Secretary to say that the new rules would be laid upon the Table in due course. They had been settled with the Law Officers of the Crown with the view to meet notorious abuses, to one of which the hon. Member had referred. The new rules, taken together with the law as it stands, would in the opinion of the legal authorities, meet the requirements of the case.
