§ MR. H. BROADHURSTI beg to ask the First Lord of the Treasury, whether it is the intention of the Government to appoint a Royal Commission to inquire into the grievances of tied-house tenants, and other licensing questions.
§ THE FIRST LORD OF THE TREASURYThe Government have no objection to an inquiry into the licensing laws, but the subject, as the hon. Gentleman is aware, is a thorny and difficult one, and before proceeding further we should like to be assured that there is some agreement as to the terms of reference among the various persons interested in this difficult subject.
