I beg to ask the Secretary of State for the Colonies, whether a Petition presented by the Uitlanders of Johannes-berg to Sir Henry Loch in 1894, praying him to bring their grievances before Her Majesty's Government, was received by the then Secretary of State; and, in the event of this being the case, whether it might be laid upon the Table of the House, together with the reply, if any, given to it?

The Petition referred to was presented to Parliament at the time it was received, and constitutes the Parliamentary Paper C. 7,554. The object of the Petitioners was to ask the intervention of the High Commissioner in procuring their relief from the liability to be commandeered, which they represented as an injustice, seeing that they had none of the rights of citizenship. This matter was satisfactorily arranged for them at the time by the High Commissioner.
