§ SIR MATTHEW WHITE RIDLEYIt would not be possible for me, within the scope of a reply to a question to state 238 in detail the various steps that have been taken to give effect to the recommendations of the Departmental Committee on Prisons. Many, not involving expenditure or alteration of the law, have been already carried out, and I purpose laying on the Table, of the House a report of the Commissioners of Prisons showing what has actually been done and what, further measures may in their opinion be properly carried out.
