§ MR. WALTER LONGThe provisions of the Bill of which I have given notice will certainly be made applicable to Scotland as well as to England, but whether by means of a separate clause or clauses in the English Bill, or by a Bill specially dealing with Scotland, is a matter which is at present under consideration by the Scottish legal authorities.
