§ SIR MATTHEW WHITE RIDLEYThe Bill is in draft, but I am afraid I cannot say when I shall be able to introduce it. The establishment of inebriates' reformatories, and the detention in them for long periods of persons habitually convicted of drunkenness are, as the hon. Member is aware, an entirely new departure in our methods of dealing with crime, and the details of the Measure, especially from a financial point of view, require the most careful consideration.
