I beg to ask the Secretary of State for War, whether he is aware that the Royal Artillery Canteen at Dover are selling mineral waters to other regiments and to retired officers at a price with which local makers, who have to pay rent, rates, taxes, and wages, cannot compete; and, whether the canteen is allowed to supply other persons than those of the regiment to which he belongs?

The regulations allow the Royal Artillery Canteen at Dover to sell mineral waters to other regiments. I am informed that they do not sell to retired officers or to any persons not on the strength of the garrison.
