HOGANI beg to ask the Under Secretary of State for Foreign Affairs whether it will be necessary to introduce a Bill to give effect to the Convention entered into by Her Majesty's Government and the Government of the Netherlands for the reference of the claims of the captain, owners, and crew of the Costa Rica Packet to arbitration; and, if so, whether he can indicate the probable date of its introduction?
