I beg to ask the President of the Local Government Board, whether parish councils can hire land compulsorily for allotments, under the Local Government Act, 1894, for the use of I he village baker, postmaster, carrier, or oilier tradesmen, or whether that power can only be used for the benefit of labourers or persons employed in manual labour in subordinate positions; and, whether the question has had the consideration of the Law Officers of the Crown; and, if so, what has been their opinion?
