CYRIL DODD (Essex, Maldon)I beg to ask the President of the Local Government Board, whether parish councils can hire land compulsorily for allotments, under the Local Government Act, 1894, for the use of I he village baker, postmaster, carrier, or oilier tradesmen, or whether that power can only be used for the benefit of labourers or persons employed in manual labour in subordinate positions; and, whether the question has had the consideration of the Law Officers of the Crown; and, if so, what has been their opinion?
