I beg to ask the Under Secretary of State for Foreign Affairs whether he is now in a position to make a statement as to the progress made in the direction of bringing the claims of the captain, owners, and crew of the Costa Rica Packet before a tribunal of arbitration?

It has been agreed between the Governments of Great Britain and of 398 the Netherlands that the claims of the captain, owners, and crew of the Costa, Rica Packet shall be referred to arbitration. The Convention settling the terms of the reference is now in course of negotiation between the two Governments, and it is hoped that it, will be signed shortly.
