He had just been fined 9d. in this way.
§ *MR. ARNOLD MORLEYI believe I am right in saying that it is not only legal to fine the hon. Member in the circumstances, but that it would be illegal and contrary to the statutory obligations of the Post Office to refrain from imposing this penalty.
