asked the Postmaster General whether it was legal to fine a Member 291 double postage when a Petition was sent to him at the House of Commons with the words "Petition to Parliament" written on the envelope enclosing it, and when the envelope had been closed inadvertently? He had just been fined 9d. in this way.

I believe I am right in saying that it is not only legal to fine the hon. Member in the circumstances, but that it would be illegal and contrary to the statutory obligations of the Post Office to refrain from imposing this penalty.
