I beg to ask the Secretary of State for India whether his attention has been drawn to an article; by the right hon. Sir R. Garth, late Chief Justice of Bengal, in the last number of the Law Magazine, as to the value of the Indian National Congress; and whether he will state 348 what arrangements the Government of India make to give a hearing to the annual representations of that body?
