I beg to ask the Vice President of the Committee of Council on Education what will be the reasons for granting or refusing the permission from the Department, under Article 48 of the new Code, to attend the examination for admission to training colleges; and whether he is prepared to describe those reasons in the Code for the information and guidance of those who prepare, the pupil teachers of the colleges, and of the candidates themselves?

All candidates who have hitherto been permitted to attend will be permitted to attend in future. The words were inserted as a matter of convenience for the Department, in order that they might know in good time how many candidates there were likely to be.
