§ MR. ARNOLD MORLEYNo, sir; not since I last read a statement on the subject to the House. I then said that there had been a tender received from a Liverpool firm. I could not accept that Liverpool tender, because it contained conditions with regard to the vessels to be employed which were opposed to the interests of the public service.
