§ MR. A. H. D. ACLANDThis question has been frequently under my consideration, and I should be very glad if I could do something to mitigate the hardships which arise in connection with this matter. It is very difficult to discover a satisfactory remedy, though the Department has given much attention to the subject. I may, however, say that I do not think a general power of appeal to the Department would work well. I do not intend to lose sight of the matter.
