HOBHOUSE (Wilts, Devizes)I beg to ask the President of the Local Government Board, whether it is within the powers of a Parish Council to require applicants for Allotments under the Local Government Act, 1894, to sign an agreement to pay all the preliminary charges of valuation of land, &c., before the Council applied for land for Allotments; and, whether all such charges are not properly payable by the Parish Council?
