WEBSTER (St. Pancras, E.)I beg to ask the Under Secretary of State for the Colonies if he is in a position to inform the House at whose cost the surveys for railways at Sierra Leone and the Gold Coast, and also at Lagos, have been made; and if they are made at the expense of this country, is it with the view of those railways being constructed under an Imperial guarantee by the Colonial Government or by private enterprise?
