§ CAPTAIN NORTON (Newington, W.)I beg to ask the Secretary to the Admiralty whether an inquiry is about to be held on the clerical staff of the Accountant General's and each of the other Departments of the Admiralty, in order to determine the normal establishment; and, if so, whether he will cause the clerks of the Second Division (who comprise 1140 more than two-thirds of the entire permanent clerical staff) to be represented on the Committee of Inquiry by one of their number?

Any such inquiry will be conducted by officers of administrative experience in the Civil Service. In so far as the inquiry may affect the position of Second Division clerks in the Admiralty, full consideration will be shown for their interests.
