I beg to ask the President of the Local Government Board why the Return presented to the House on the 12th of January, 1894 (No. 486), dealing with the expenditure for main roads by County Councils, leaves out London; and why, by implication, Loudon should thus lose its place among "administrative counties containing one or more municipal boroughs?"

The Return referred to relates to the proceedings of County Councils under the Local Government Act, 1888. The term "borough" is denned by that Act as meaning any place for the time being subject to the Municipal Corporations Act, 1882 The City of London is not a municipal borough within that definition, and it was for this reason that the County of London was not regarded for the purpose of the Return in question as an administrative county containing one or more municipal boroughs.
