I beg to ask the Lord Advocate whether it is the duty of the Procurator Fiscal to deal with cases of alleged cruelty by schoolmasters towards school children in the Highlands of Scot-hind, on such cases being duly reported to him by the parents?

In the event of any charge of assault by a schoolmaster upon a pupil, which would constitute a crime, being reported to the Procurator Fiscal, it would be his duty to investigate it, but moderate and reasonable chastisement would not constitute such an assault.
