I beg to ask the Secretary to the Admiralty why ships' boats are not included with the ships built by private contract?

Ships' boats for the Royal Navy are of special types. They are not, as a rule, built for particular ships, but issued or appropriated as required. It is found advantageous to make separate contracts for boats, usually in considerable numbers.
