I beg to ask the Attorney General whether "the rights existing at the passing of this Act," referred to in Section 10 of the Superannuation Act of 1887, include the customary prospects of promotion of Civil Servants?

"Customary prospects of promotion" cannot, I think, properly be called rights; but, whatever they are, the Act of 1887 does not in any way affect them. It is conversant with an entirely different subject.
