I beg to ask the Under Secretary of State for India whether Memorials have been received by the Secretary of State in Council from European members of the Uncovenanted Service in India concerning their unfavourable position in respect to furlough and leave; and whether such Memorials are under the consideration of the Secretary of State in Council?

MR. G. RUSSELL

The supposed anomaly to which my right hon. Friend refers has recently been under the consideration of the Secretary of State; and his decision, which is in accordance with the recommendations of the Public Services Committee, will be sent to the Government of India in a Despatch which leaves by to-morrow's mail. It would be contrary to usage to lay it on the Table before it is received by the Governments to whom it is addressed; but if the right hon. Gentleman will accept a copy of the Despatch I shall be glad to hand him one.
