I beg to ask the Under Secretary of State for the Colonies whether he can now state what portion, if any, of the salary of Her Majesty's High Commissioner in South Africa is dependent upon the vote of the Cape Parliament?

The salary of the High Commissioner for South Africa is £3,000 a year, which is permanently charged on the Revenues of the Cape Colony by the Act of the Cape Parliament, No. 38 of 1889. I may add that the other emoluments drawn by Sir H. Loch are £5,000 a year as Governor of the Cape Colony, also permanently secured by an old Act, and £1,000 a year provided in the Civil Service Estimates, as a personal allowance to compensate him for giving up a more valuable Government appointment in order to serve in South Africa.
