I beg to ask the Under Secretary of State for India whether he is aware that the Annual Report of the Material and Moral Progress of India does not give such statistical and other information and views as are contained in Sir David Barbour's Note, and are necessary to enable the House to form a correct judgment of the progress, if any, of India; and whether, under such circumstances, he will accede to the request to give the Return of Sir David Barbour's Note, and of similar information to date?

For reasons which I gave on the 27th April, the Secretary of State is unable to lay Sir D. Barbour's Note on the Table, and I am not prepared to make any comparison between its contents and those of the Annual Reports. The Decennial Report is now being prepared, and may, not improbably, give my hon. Friend some of the information which he requires. As to the Statistical Return for which my hon. Friend wishes to move, he is aware that the Secretary of State has asked the Government of India whether they can give it, and is awaiting their reply.
