§ MR. MUNDELLANo, Sir. The law requires that any recommendations that are necessary should be made by the Lighthouse Authorities to the Board of Trade, and not by the Board of Trade to the Lighthouse Authorities. The initiative in these matters of new lighthouses and fog signals rests with the Commissioners.
