§ VISCOUNT CRANBORNE (Rochester)I beg to ask the Secretary of State for the Home Department why the night watchmen at Borstal Convict Prison have been deprived of the leave hitherto given in lieu of the fortnightly half-holiday granted to the day officers; and why the night watchmen are not relieved for one-fourth of the night, as sanctioned in the Directors' last annual Report?
