§ SIR J. GORSTWhile the Motion refers to naval establishments, the Secretary of State for War referred to Government establishments generally, and I wish to know whether a Supplementary Estimate will be presented to carry out the recommendations?

§ SIR J. GORSTDo I understand the Chancellor of the Exchequer to say that no effort will be made by the Government to give effect to the declaration of the Secretary of State for War?
