I beg to ask the Secretary to the Treasury when the Papers relating to the Courts Martial on the stranding of H.M.S. Howe, which have been ordered by the House to be printed, will be distributed to Members?

I have endeavoured to obtain the information, and am sorry to be unable to get a day named. I am afraid several days will elapse before the distribution of the Papers can take place.

May I ask whether the Government will postpone the consideration of that portion of the Navy Estimates upon which we can raise the question of the Howe Court Martial till the Papers have been distributed?

There is not the slightest intention to take the Martial Law Vote till the Papers are in the hands of hon. Members.
