As to the Navy Estimates, I wish to ask whether the money taken in Vote 1 for men will be available on and after April 1st for the use of the Board of Admiralty for paying wages, for materials used in the construction of the proposed new vessels, and for the general expenditure of the Admiralty?

SIR W. HARCOURT

I do not like answering a question of that kind offhand; but if the hon. Member wishes to know my opinion at the moment, I rather think the money will be so available. I do not, however, wish to vouch for the accuracy of that opinion.

MR. FORWOOD

Then I would put the question to the Secretary to the Treasury. Will any of the money voted for men be used for the construction of new ships after April 1st?

I thought the hon. Member was referring to the general Vote for the Army.

MR. FORWOOD

No; the Navy.
