I had risen with the intention of referring to this matter when the right hon. Gentleman interrupted me. Though there has been no notice of this question, and though I have no right to fix the legal signification of words, there is no reason why I should not state the opinion of the Government. I consider that the establishment of a Volunteer Force is decidedly included within the scope of the Government of Ireland Bill.
