I beg to ask the Under Secretary of State for Foreign Affairs whether English rails are subject to a duty of 20 per cent. in Cuba, though American rails are admitted free of duty; and whether the Government are in negotiations with Spain to put an end to this state of things?

I cannot guarantee the accuracy of the statement in the question, but I have no doubt the hon. Member puts the fact as it exists. The Governments on both sides have expressed their willingness to enter into negotiations for a Commercial Treaty, and the question of Differential Duties will occupy their serious attention.
