§ SIR E. GREYI cannot guarantee the accuracy of the statement in the question, but I have no doubt the hon. Member puts the fact as it exists. The 1704 Governments on both sides have expressed their willingness to enter into negotiations for a Commercial Treaty, and the question of Differential Duties will occupy their serious attention.
