RUSSELL (Tyrone, S.)I beg to give notice that on the Vote on Account I shall move to reduce the sum by the amount of the Chief Secretary's salary, in order to call attention to the administration of Irish affairs by the right hon. Gentleman, his action in excess of the law, and his acquiescence in a system whereby lawbreakers and criminals have escaped justice.
