CAPTAIN NAYLOR - LEYLAND (Colchester)

I beg to ask the Secretary of State for War on whose Report did the Government decide to rebuild a third only of the Camp at Colchester; whom the information came from that influenced their decision; will he lay a copy of that information upon the Table; and have the Government any reason to believe that the two-thirds they are not rebuilding is in any better condition than the third they are?

Funds were only available to rebuild one-third of the Camp; and, though there is not very much difference in the state of the buildings, the third part, which seemed on the whole to be in the worst condition, was selected for re-construction.
