HC Deb 06 March 1893 vol 9 cc1103-4
MR. LABOUCHERE (Northampton)

I bog to ask the Attorney General whether, in view of the fact that Dr. Collins recently pleaded guilty to a charge of forgery at the Central Criminal Court, and was released on his own recognizance's to come up for judgment when called upon, it is intended to call upon him to come up for judgment; and, if so, when?

SIR CHARLES RUSSELL

In answer to the question of my hon. Friend in reference to the remarkable decision of the late Common Serjeant (Sir William Charley), I have only to say, in the first place, that when a prisoner is discharged upon his own recognizance's to come up for judgment when called upon, it is not usual to call upon the prisoner to come up for judgment except in case of subsequent misconduct; and, in the next place, I have no reason to believe that there is any intention to call upon Dr. Collins to come up for judgment. But as to the latter point, I have no better information than my hon. Friend.
